Obviously someone in the government has a smidgen of common sense, or at least a sense of humor, so they used the "emergency" number on the form. My granddaughter had the misfortune of being born on that day when the towers fell, and it is a very touchy subject for our family. I wonder how the families of the fallen feel about this?
